Several important developments have emerged across education and employment, covering school regulations, teacher service conditions and recruitment opportunities. Delhi has amended rules governing the establishment of private schools on institutional land, while Odisha has revised its order concerning the regularisation of junior teachers. At the same time, Western Coalfields Limited and North Western Railway have announced updates relevant to candidates seeking employment opportunities.

Delhi Changes Rules for New Private Schools


The Delhi government has amended the Delhi School Education Rules, 1973, introducing a requirement for an Essentiality Certificate for societies and public trusts seeking government or municipal institutional land to establish private schools.

Under the amended rules, organisations seeking to acquire institutional land from the government or a municipal corporation at a concessional rate or through auction will need to obtain the certificate before the purchase or allotment. The certificate is intended to assess whether there is a need for the proposed school in the concerned locality. The administrator may also conduct inquiries before deciding whether the certificate should be issued.

The amended framework also retains the existing public-interest assessment for opening new schools. However, private schools proposed by societies or public trusts on privately owned commercial land have been kept outside the new Essentiality Certificate requirement.

The change modifies the earlier process under Rule 44, which required applicants to provide information about the proposed location, expected student enrolment, existing schools in the area, population, infrastructure, finances, fees and staffing arrangements.

Odisha Revises Junior Teachers’ Regularisation Order


In Odisha, the School and Mass Education Department has issued a revised notification for the regularisation of junior teachers engaged in government-run primary and upper primary schools since the 2023-24 academic year.

Around 13,000 junior teachers are expected to be covered by the revised arrangement. Those continuing in service will be regularised as assistant teachers in Pay Level-V(A) of the elementary cadre, subject to fulfilment of the prescribed conditions.

The government had previously issued an order for their regularisation in April 2026, but the Orissa High Court stayed the notification following litigation. The revised order has now been issued after changes were made to address the legal issues.

According to the revised notification, service rendered by these teachers until December 2025 will remain classified as schematic or contractual service and will not count towards seniority in the regular cadre. However, eligible teachers will receive regular pay and other admissible service benefits from January 1st, 2026.

WCL Recruitment Exam Date Yet to Be Announced


Western Coalfields Limited (WCL) is preparing to announce the Computer-Based Test date for its 2026 recruitment drive for 444 Statutory Supervisory Staff posts. The recruitment includes 220 Mining Sirdar positions and 224 Assistant Foreman (Trainee) or Electrical Supervisor positions. The application process closed on August 10th, 2026, and candidates are now waiting for the examination schedule and e-admit card. The selection process includes a 100-mark CBT, followed by document verification and an initial medical examination.

Candidates should keep track of:

  • WCL CBT examination date

  • E-admit card release

  • Examination centre and reporting details

  • Document verification requirements

WCL has not yet announced the examination date, and candidates are advised to check the official recruitment portal for updates.

North Western Railway Opens Apprentice Recruitment


North Western Railway has also announced a major recruitment opportunity for apprentices. The NWR Apprentice Recruitment 2026 drive will fill 2,008 positions across the organisation. Registration began on October 7th, and candidates can apply until November 6th, 2026.

Candidates must have passed Class 10th or its equivalent with at least 50% marks and hold a National Trade Certificate in the relevant trade issued by NCVT or SCVT. Applicants must be at least 15 years old and should not have completed 24 years of age as on November 6th, 2026.

Selection will be based on a merit list prepared using marks obtained in matriculation and ITI, with the final panel arranged division-wise, unit-wise, trade-wise and community-wise.
